The Brussels Dialogue between Kosovo and Serbia: Achievements and Challenges

The new Balkans Group policy report “The Brussels Dialogue between Kosovo and Serbia: Achievements and Challenges” describes the dialogue process and the achieved agreements in detail, and it emphasizes the level of their implementation. This report will serve to create a better institutional memory system for the Government. The report also addresses the key challenges and achievements of the technical dialogue and provides concrete recommendations to address those challenges and ensure the implementation of the agreements.

It also provides a detailed analysis of nineteen technical dialogue agreements, some of which have been implemented satisfactorily. However, the process lacked transparency and accountability.

This report is mainly focused on Kosovo and highlights the political, legal, and administrative actions of the national institutions for the implementation of the agreements. Since the government and the institutions do not have information about the dialogue process as a whole, the content of this report will serve to create a better system of institutional memory in the government.

These data are equally important for the new phase of the dialogue with Serbia. This report also aims to help academic institutions, researchers, and students – who constantly seek information on the dialogue from the Balkan Group, to find more accurate and articulated data on this process.
